Whats happened is, that bar at the top of WinMX is actually a tiny window of your Interner Broswer and is used for the "New WinMX x.xx Available" message. It looks like your browser had a fit and couldn't display the page which it usually does, maybe a proxy or connection problem. Reset WinMX and see if that fixes the problem.
Nothing to worry about, whats appearing is just a part of one of the Page Cannot Be Displayed pages you see when something brakes.

I had that once, closed WinMX reopend it and it was fine after that....

Hmm, so it must be an Internet Explorer type bar, I have never got that error in Netscape

Mhmm... it's a line from the standard crap that is installed along with IE... It goes something along the lines of 'This page cannot be displayed.....' and a load of other crap. Here's a (ahem) similar one....
