new computer come in.. new problem

i need a program to get into a drive that is there but not showing
i have a computer an ex college computer and thay have somehow mannaged to disable the C: hdd drive i need a program to get into it

the OS is windows 2000
there is a cd rom there is a floppy and usb drives
usb will work on that computer
i have a usb flash pen that can hold up to 246Mb of info using that could i get a program on that computer and get the hdd back so i can get into it
all the start menu and thing such as run, control pannel are not there
the only way i can do this sis through windows there is no command no msdos so i cant do it that way this comp was connected upto a a college network so it did all the booting of that however it does load up windows and the CDrom(D: ) and floppy(A: ) and usb(E: )

i need some help on this ppl it is beyond me

The easiest thing to do is reformat the machine and install a complete new operating system. There's no sense in trying to repair a hand-me-down OS which is probably filled with all kinds of unwanted rubbish anyway.
The admin of the college probably set up an admin login so that only they can access the C contents of the drive. They're not going to want to give you passwords for that as they probably use the same ones on the remaining college machines.
