It's not hosted on IRC at all, in fact it's really quite different than IRC.
This link will tell you how to host with WinMX, but you need a broadband connection. Dial-up simply won't cut it.

with WCS being the best choice of the ones listed there... only reason vladd didn't put it at the top is because we have a history... lol
