I would suggest a 10 buck runner-up price for reporting a second or third message of a -by then- known same spammer. And in the moment when two reporters report the -by then- known same spammer, in that case the first in line reporter would get the 100 bucks and any other reporter, second or later in line, reporting the -by then- known same spammer would get the 10 bucks.
Plus there should be a 10 buck price for reporting a second or third message of the -by then- known same spammer, in which case anyone reporting a later post of one -by then- known same spammer as second or later in line gets NOTHING.
Any unforseen future events in this model can only occur when a spam-bot is allowed to be registered as a client for a longer than nescessary period of time. But the league of ever watching spambot hunters shall prevent that from happening
