I think there are two driving factors in the decision. One, that the RIAA is finding their litigation carpet-bombing to be counter-productive, and two, that it's easier for them to shift the burden of enforcement to the ISPs. Fifty BT hubs shut down in Australia.
After Swiftel was raided by the Australian Music Cartel, it was ordered by a judge to pull down any BT sites it hosted, resulting in 50 of them going dark.
