I think I understand what you are saying, but I'll verify.
Go to
http://www.online-scrabble.com and register an account. If you then go to
http://www.online-scrabble.com/play.php?mode=scrabble and click the "Time Limits" mode, and enter a few words... is that the sort of timer you mean?

Yes, this is what I mean, and the time moving should be continously, just like a clock does, while it is just decreasing, finally to 0!

Ah, continously! You mean like on Traditional mode?
go to
http://www.online-scrabble.com -> Click Play -> Click "Traditional"
See the timer? Is that what you meant?

I did not see the timer exactly mentioned by you.
While the following link shows a good online quiz project (on java):
http://etudesproject.org/mneme/index.html
More details:
http://etudesproject.org/mneme/delivery_home.html
http://etudesproject.org/mneme/manager.html
http://etudesproject.org/mneme/grading.html
http://etudesproject.org/mneme/pools.html
From the above delivery_home.html page, you could see a time limit relate things, that is what I mean.
I think if UQM could adopt some good points from Mneme , then phpbb+ UQM will be a extremely useful learning platform for training or something similar!!!
And php is simple and powerful!!!
Thanks so much!

Also, will it be possible adding an option that just a total time limitation for the whole quiz? I mean not the time limitation for each queston in the quiz ...

Nah, it causes problems for quizzes with different number of questions.
eg. 5 minutes for the entire quiz for 5 questions might be okay, but is unfair 50 questions.

Yes, so, we could let customer set the 5 minutes to what he wants, just as a parm set by admin ...

Oh, you mean on a quiz by quiz basis. I was thinking you mean the admin selects the time and that is applied to everything?

yes, I mean on a quiz level.
Just as we taking an exam at school, it will limit the overall time you can consume, and doesnt care what time you cost on each question ...
