I've tried what was posted above about changing the viewtopic_php, but my file doesn't even contain the text we are directed to change. I tried the viewforum_php, and that file DID contain the needed text, but still didn't work. So, anyone know how to fix this problem?

By default, phpBB doesn't have forum descriptions on viewforum.php
