Computer won't shut down.

Hi,

I am guessing it's the motherboard so I am posting here (I could be wrong) I have had this problem the last two days. When I shut down the computer it restarts in about 4-5 seconds. I hit the cmos button, took out the battery for about 15 minutes while I removed the GPUs and dusted out the whole computer. It still restarts in a few seconds. When it restarts it cycles through the codes and flashes a 36 and 37 when it's done. Any suggestions?

Please help.
